<p>Japan postulates that its current very high level of <a href="http://www.enn.com/pollution/article/39312" target="undefined">energy efficiency</a> will make achieving the same levels of cuts in emissions as other affluent countries, too expensive.</p>
<p>This is one of the most controversial issues in agreeing a 2020 target to reduce emissions of greenhouse gas for developed countries during climate discussions in the U.N.  These talks are aimed at concluding an updated treaty to replace the Kyoto Protocol, in December this year.</p>
<p>The IPCC (Intergovernmental Panel on Climate Change) has given developed counties a year 2020 target for reductions in harmful emissions of 25-40 percent, harmonious with bold action on climate concerns.</p>
<p>Hiroshi Kamagata, a Cabinet Secretariat advisor on policy for climate control, said they have decided that a 40-percent reduction is too difficult to meet, referring to discussions by a working unit of experts, which reports to the government.</p>
<p>Last December The European Union decided to make a 20 percent reduction in emissions by 2020. On Thursday, Japan made available scenarios to achieve cuts by 2020 in different levels of greenhouse gases. This would be the basis for further talks between NGOs industry official and academics.</p>
<p>Kamagata said that they have studied the levels of all nations’ responsibilities in the event that the rich countries made a 25 percent reduction in emissions. Japan would have to apply a range of policies to comply with demanding targets including trading in emissions with mandatory carbon limits as are required by the EU.</p>
<p>Kamagata said that discussions about such alternatives are untimely. A government study found that it would be virtually impossible without firm policy procedures, for Japan to meet a target to reduce carbon dioxide emissions by 14 percent from 1990 or greater by 2020</p>
<p>Environmentalist power experts have made the point that an optimistic target for the climate may help Japanese industries to cultivate fresh technologies for energy efficiency and reduce costs. Current investment figures emissions of carbon would increase by 6 percent by 2020, the new report states.</p>
<p>The head of World Wildlife Foundation of Japan climate strategies, Naoyuki Yamagishi, said that it is sad to see a figure of more than 6 percent concurrent with talks about the planet’s climate.</p>

Extra reinforcements were drafted into those areas designated as hotspots on Wednesday night, courts have been holding all night sessions to deal with those arrested.</p>
<p>As it happened, the violence from the previous nights wasn’t repeated, but the big questions expected to be aimed at David Cameron are how will the police cope after the cuts have been made if riots once again erupt in the future? and won’t the lack of police available not actually induce rioting as they will take advantage of the lack of officers?</p>
<p>The Police Federation has already warned the Government that they are inviting a potential catastrophe.</p>
<p>A government source has said that the Home Office will be advised to take another look at its plans to cut a massive £2bn from the Police’s funding over the next couple of years. The source told the Guardian that the options have definitely changed. Chief constables were ordered by Theresa May, the Home Secretary, to cancel all police leave to have as many available to deal with the riot crisis.</p>
<p>Although the combination of extra officers and bad weather seem to have quelled the riots and relative calm has been restored, there were big fears of a backlash in Birmingham.  This was due to three young men dying after they were hit by a car on Tuesday night, but these fears, as yet, have failed to materialise. The West Midland doubled the number of their officers on duty in preparation, and despite there being 48 arrests they described the situation as calm.</p>
<p>Both the police and community leaders appealed for calm after the death of brothers Shazad Ali and Abdul Musavir, aged 30 and 31 respectively, and 21 year old Haroon</p>
<p>Jahan. The men were part of an 80 strong group guarding shops and a petrol station in Winston Green from looters on Wednesday when they were they were the victims of the hit and run.</p>
<p>It was all pretty calm in London too, apart from some clashes between the police and England Defence League supporters in Eltham. Scotland Yard has said that there have now been 888 arrests connected with the disorder that has taken place in the capital, and 371 have been charged.</p>

The British taxpayer is now facing a bill of £17m in compensation for the salad farmers in the EU that have been hit by this crisis. The number of deaths caused by Enterohaemorrhagic E Coli, or EHEC, in Northern Germany has now risen to 25 after two elderly women died.</p>
<p>The food safety commissioner for the EU, John Dali, has attacked Germany for dishing out warnings on the cause of the outbreak that haven’t been verified. These have caused panic amongst consumers, and it is now estimated to be costing the European farmers in the region of £200m a week. He said it was crucial that national authorities didn’t jump the gun and make unsubstantiated claims.</p>
<p>Freshfel Europe, a group in the agricultural industry, had published figures that show the sales of salad vegetables have either plummeted or dried up altogether right across Europe. This was in the wake of Germany blaming the whole outbreak on the Spanish cucumbers, a rash and thoughtless act that has caused widespread panic and left some farmers facing bankruptcy.</p>
<p><strong> </strong></p>
<p>In areas where the cucumber sales hadn’t stopped altogether, they have dropped by 80% as did tomatoes, and the sales of lettuces were halved. There were angry scenes in the European Parliament when a Spanish MEP Francisco Sosa Wagner started to brandish a cucumber at Mr. Dali and demanded that the EU restore the consumer’s confidence in the safety of salad vegetables so that they will start buying them again.</p>
<p>As Germany has still not identified the true cause of the outbreak, the sales of salad vegetable have been hit further, and this has prompted to European Commission to put together an aid package for affected farmers worth £134m. British taxpayers are contributing 16.6m to this fund. The farm commissioner for the EU, Dacian Ciolos, has said that he hopes the German authorities will soon have the answers that everyone is waiting for.</p>

<p>The movie is the latest in one of the most successful movie franchises in film history. Its three young stars, one female and two male, have become part of our culture, and most people over 20 have watched the stars grow up in front of their eyes.</p>
<p>We also can not include any indication of the name of the world renowned, highly specialized school that offers pupils instruction in a black art, we also can not give any indication as to the name of the main character, or even if his name really does rhyme with ‘otter’ as reported on the front page of The Times, or not,. Reporters have been perplexed as the why the film company, who we can not name, would want to release a gigantic US-British movie in complete secrecy.</p>
<p>But it would seem according to the producer of the movie, Mr, Ms or Mrs X, (X is not the first letter of the persons surname, it was chosen purely at random, and it should not be inferred that X is indeed the first letter) it is their business and not in the public interest to know when the movie will hit the silver screen, and the plot, names of stars, and the address’s of their chiropractors need to be kept out of the public domain.</p>
<p>Anyway you will have to wait until get into the theater to see if you have the right movie as cinemas are also banned from advertising if the film is being shown, or not.</p>

			<content:encoded><![CDATA[<p><a href="http://www.hypothecate.co.uk/wp-content/uploads/2011/04/wikileaks.png"><img class="alignleft size-medium wp-image-466" style="margin: 5px;" title="wikileaks" src="http://www.hypothecate.co.uk/wp-content/uploads/2011/04/wikileaks-129x300.png" alt="" width="129" height="300" /></a>The release of another deluge of &#8216;secret&#8217; documents from WikiLeaks has prompted yet another burst of commentary, theory and questions.  On Sunday, several major news agencies including the <em>New York</em> <em>Times, Washington Post</em> and the <em>Guardian</em> published reports on what they are calling the “Gitmo Files”, documents relating to the highly controversial U.S. military detention camp at Guantanamo Bay.</p>
<p>The information in these documents comes from sources that are somewhat dubious, as it was obtained from detainees at the camp, some of them undergoing torture in some form, or looking to avoid it by snitching on a fellow detainee.  From all reports, the documents never specified any &#8216;torture&#8217; techniques, but there is no longer any question that such tactics were used, and that the information obtained may be less than factual.</p>
<p>The documents do indicate that many of the prisoners at Guantanamo were arrested on shaky or fabricated evidence, and some were held long after all charges had been disproved, on the suspicion that they might know something of use to their interrogators.  Some of these documents described al-Qaida activities and plots that were previously unknown or at least unverified.  They include magnetic limpet mines and remote-controlled bombs concealed in electronic games and altimeter watches, to name but a few.</p>
<p>WikiLeaks claims to have further documents in their possession that have not been released, some pertaining to high-ranking inmates held in the CIA&#8217;s &#8216;black sites&#8217;.  The Obama administration has criticized the media for releasing documents that most likely contain incorrect and/or unsubstantiated information, and that could prove hazardous to U.S. citizens.</p>
<p>According to current reports, 604 of those held at Guantanamo have been released or transferred, and there are 172 still imprisoned at the camp.  It has become apparent that many of those held at Guantanamo were not there because they were suspected of terrorist activity but only because they had been in contact, often involuntarily, with someone suspected of being involved with al-Qaida.</p>
<p>The fact remains that Osama bin Laden is still at large, and all the detentions and interrogations have never produced any facts that led even close to his capture – or none that have yet been revealed anyway.  At this point one has to wonder if the term &#8216;intelligence&#8217; is actually a misnomer when it comes to the so-called intelligence service.</p>

			<content:encoded><![CDATA[<p><a href="http://www.hypothecate.co.uk/wp-content/uploads/2011/04/morley.jpg"><img class="alignleft size-medium wp-image-456" style="margin: 5px;" title="morley" src="http://www.hypothecate.co.uk/wp-content/uploads/2011/04/morley-300x198.jpg" alt="" width="300" height="198" /></a>According to the latest reports this week, former MP Elliot Morley will definitely be serving jail time in the near future; the only questions are where and how much.  If the comments from his constituency are any indication, it will long, hard time.  Morley is only one of four MP’s charged and convicted of expense fraud, but he has finally admitted to being the worst offender.</p>
<p>The Daily Telegraph has played a key role in uncovering the financial sins of these ‘entitled’ Members of Parliament.  During their investigation in 2009, the newspaper reported that Morley had been claiming an expense of £800 per month on a mortgage that did not exist.  It took a while, but he eventually admitted that he had “made a mistake”, but still insisted that it was an ‘honest’ mistake.</p>
<p>As the investigation progressed, it turned out that Morley had been blatantly and quite knowingly defrauding the taxpayers for years.  He paid off the mortgage on his main home in Lincolnshire in March 2006, but continued to claim the £800 in interest payments for another 21 months.  His excuse was that he forgot it was paid off, an unlikely scenario in the opinion of most Brit’s.</p>
<p>To add insult to injury, the former MP had also claimed a much higher interest payment than was actually charged, amounting to £15,800 in the 19 months before the loan was paid off.  On top of that, he had rented his London home to Ian Cawsey; another Labour MP who claimed £1,000 a month for expenses at the same time Morley was claiming no income from the property.</p>
<p>Granted, everyone makes mistakes.  However, Morley’s mistake in this case was not due to forgetfulness or ignorance of the facts.  His mistake was in purposely misusing his position and title for his own financial gain, and getting caught at it.  He is currently awaiting sentence, but whatever happens, he won’t be standing for Parliament again.</p>

			<content:encoded><![CDATA[<p><a href="http://www.hypothecate.co.uk/wp-content/uploads/2011/03/working.jpg"><img class="alignleft size-medium wp-image-420" style="margin: 5px;" title="working" src="http://www.hypothecate.co.uk/wp-content/uploads/2011/03/working-300x225.jpg" alt="" width="300" height="225" /></a>In April the Workers Registration Scheme, put in place in 2004 to keep track of workers from   eight Eastern Bloc countries that had just joined the EU, will end.  Britain was one of only three European countries that allowed these workers free access in 2004, and the restrictions imposed on work permits for immigrants were supposed to prevent misuse of the system.</p>
<p>Now there have been reports and statistics released that indicate, to some at least, that the demise of the Registration Scheme will cost taxpayers a lot of money.   Tens of thousands of immigrants will be able to claim government benefits, including unemployment and housing subsidies, and they won’t have to register and get a permit to work in the U.K.</p>
<p>While there is rising concern about the current and potential impact on the British job market, the Department for Work and Pensions has said that restrictions will remain in place, and that they are working on reforms in the system that will limit immigration.  The DWP also says reassuringly that since Germany and Austria will be “opening their doors” employment-wise for the first time, much of the feared influx of job-hunters will probably stop closer to home instead of coming to Britain.</p>

<p>While there is a remark in the bill that this authority does not extend to closure of the Internet, it is impossible to predict what kind of powers might be extended defacto in times of a so-called emergency, as was seen during the terms of President George W. Bush. The bill now wears a name including &#8220;Internet Freedom&#8221;, in the style of Bush.</p>
<p>Even though the bill has been revised, the wording still sends chills up the backs of civil liberties groups&#8217; members. Critics of the bill claim that the words give the government unfettered power even to close large portions of the Net or to deny access to certain content types or websites.</p>
<p>Michelle Richardson, ACLU legislative counsel, said, &#8220;This bill does in fact hand over amazing authority to the President regarding Internet communications. Currently, if the Department of Homeland Defense is seeking to close any websites or portions of the Internet, it must pursue a court order to do so.&#8221;</p>
<p>A recent report backed up those concerns when it revealed that Homeland Security incorrectly shutdown 84,000 domains after seizing them. Bob Barr, NRA board member and former congressman, now columnist, explained, &#8220;Regardless of how neutral any government appears, or even well-meaning, they should not be handed unfettered power, especially over our means of communications as seriously powerful as the Internet.&#8221;</p>
<p>The unrest in Egypt has made some stop and take a second thought before endorsing this revision of the bill. Microsoft indicated they had not yet decided on a stance regarding the bill, since &#8220;the bill&#8217;s wording was just released and we will require some time to read it and discuss it prior to commenting on it.&#8221;</p>

			<content:encoded><![CDATA[<p>Ludicrous might be a good word for the behaviour of just about every party involved in the Assange/WikiLeaks/SwissMiss furore.  The only one immune from the charge would be Mr. Assange; he has behaved quite well, all things considered.  Since the charges of sexual misconduct in Switzerland only came to light after WikiLeaks leaked its barrage of ‘classified’ information and gossip (mostly gossip), one wonders just exactly why the Swiss authorities are so anxious to get him back there for ‘questioning’</p>
<p>After Julian Assange surrendered himself to British authorities last week in response to the charges against him for several counts of sexual misbehaviour involving two Swedish women, a British court ruled that he should be released on bail.  Swedish prosecutors appealed the decision, Assange stayed in jail for another 48 hours, and then another judge overruled the appeal decision and turned him loose, with caveats.</p>
<p>The two Swedish women both accuse Assange of failure and/or refusal to use a condom during sex, and one claims he had sex with her sans condom while she was sleeping. For the record, in Sweden there is a law about having sex with someone who is drunk, unconscious or asleep; it can be considered rape, with a penalty of up to six years in prison.</p>
<p>Mr. Assange appears to be more concerned about the possibility of being extradited to the U.S. on charges of espionage.  Under U.S. law, that particular crime can result in the death penalty, and more than one voice high in U.S. government ranks has advocated just that as appropriate punishment for spilling all those secrets.  There is still that 1<sup>st</sup> Amendment to the United States Constitution, which supposedly rants on about freedom of speech.</p>
<p>Julian Assange has a great many supporters, many of them very influential people.  If the whole thing doesn’t just fade away into the shadow of some real global crisis and Assange actually goes on trial for espionage, treason and/or receiving stolen property, the drama would be pretty riveting.Wi</p>

<p>The social worker for the young man claims that sex is one of the ‘human rights’ to which everyone is supposed to have access and that his client is a frustrated virgin.  It seems highly odd that the Government would approve funding for his escapade, given the fact that there are no doubt many 21 year old men at university who could relate.</p>
<p>His trip however is being funded via a £520m scheme from the previous government put in place to help those with disabilities.  Those with disabilities received a personal budget and the ability to choose how they spend the money.</p>
<p>The social worker said that the client was anxious and frustrated as a result of trying to find a sexual partner and that the man had taken part in two sexual awareness and health classes and is now ready to give it a go, so as to speak.</p>
<p>The social worker added that the girls in Amsterdam are much more safe when it comes to sex compared to those in Britain and that it seems better that social services help guide him, support him, and educate him through the process so that he can have his needs met in a licensed place so that he can grow as a person.</p>
<p>Critics claim that the use of taxpayer money to fund trips abroad for sex is disturbing and that something needs to be done.</p>
